Former Colorado Department of Transportation (CDOT) Chief Engineer, John has over 32 years of experience in all aspects of heavy highway construction, including program management, engineering design, construction, specification and manual development, project management, contract administration, claims analysis, and dispute resolution. John has directed the resolution of hundreds of claims-related assignments involving design-bid-build and design-build delivery methods; innovative procurement methods; and contract management methods. John has evaluated contractor claims and performed delay and inefficiency analyses on a wide variety of transportation projects. He has also provided expert analysis and written expert reports for transportation, schools, and airport clients. John lends his expertise to transportation clients looking to improve their processes and procedures. His work in this area includes:

  • Directing four DOT standard specification rewrite projects.
  • Developing a performance based contractor prequalification program.
  • Performing the review and update of a QC/QA program.
  • Evaluating a DOT design-build program and recommended improvements.
  • Directing the creation of a DOT guidance document for innovative procurement practices.
  • Implementing strategies to streamline work processes, increase productivity, and restructure a DOT workforce.

While CDOT Chief Engineer, John was responsible for initiating and overseeing CDOT’s largest design-build project, the $1.7B T-REX project. His work included drafting legislative bills to change statutes, managing rule making, drafting contract documents, participating in proposal review and contract award, and developing a project charter.
